CESISP was founded in 2017 at the University of Milan-Bicocca. It was established through an interdisciplinary vision that brought together diverse expertise and approaches to address the challenges of regulation and economic analysis with scientific rigour. The centre was created through the collaboration of academics — predominantly experts in economics and law — together with professionals from industry. This approach enables the integration of theoretical and practical perspectives, providing insights for public policy, industry, and society as a whole.

The mission of CESISP is to analyse the economic, managerial, and regulatory aspects related to the industrial, service, and public sectors, with a particular focus on economic and industrial policies in the fields of environment, energy, transport, and infrastructure. Through research, education, and outreach activities, the centre promotes public debate by adopting an interdisciplinary approach oriented toward practical application. Guided by the principle of “knowing in order to deliberate”, CESISP transforms information into knowledge that supports informed decision-making and policy evaluation.

The Circular Economy Lab brings together CESISP’s expertise in economics, regulation, policy analysis, and law to support the transition towards more sustainable and resilient production and consumption systems. The Lab operates at the intersection of research, strategy, and public policy, providing analytical support on circular economy policies, waste management, regulatory frameworks, and sustainability transitions.

Through multidisciplinary research and regulatory impact assessments, CESISP develops evidence-based analyses aimed at supporting institutions, companies, and stakeholders in addressing the challenges associated with circularity, decarbonisation, and resource efficiency. The Lab combines academic rigour with a strong application-oriented approach, translating complex regulatory and economic dynamics into actionable insights for decision-makers.

CESISP collaborates with leading industrial groups, financial institutions, utilities, and trade associations, fostering a network that promotes knowledge exchange and the development of innovative solutions for waste management and circular business models.

By integrating scientific research with practical applications, the Circular Economy Lab acts as a platform for strategic projects and policy innovation, contributing to the design of sustainable policies and the transformation of industrial value chains through circular economy principles.

Through advanced economic analysis and applied research, CESISP develops specialist expertise in environmental markets, carbon pricing mechanisms and climate regulation instruments, with a particular focus on European energy transition policies.

The centre supports businesses, institutions and stakeholders in assessing the economic impacts of environmental policies and analysing emissions markets. Activities include studies on the economic effects of climate regulation, analysis of energy markets and emissions allowances, impact assessments and support for the development of sustainable business models.

CESISP contributes to the design of innovative solutions to support industrial transformation and strengthen the competitiveness of businesses in the context of the green transition.
