Il Master in Management, Innovazione, Leadership e Digitalizzazione delle Amministrazioni Pubbliche risponde alle esigenze di rinnovare la Pubblica Amministrazione sia a livello centrale che a livello territoriale, offrendo una formazione multidisciplinare. L’obiettivo è quello di formare protagonisti del cambiamento e professionisti capaci di orientare e gestire al meglio le innovazioni in atto nel contesto socio-economico e guidare i processi di trasformazione della PA verso la creazione di valore pubblico. Il corso mira a formare i nuovi leader delle PA: esperti nella gestione manageriale, promotori di innovazioni e consapevoli delle opportunità e dei rischi della digitalizzazione, capaci di generare valore per la comunità e le organizzazioni in cui operano.

Il master è attivato dall'Università degli Studi di Bergamo, in collaborazione con l'Università degli Studi di Brescia e Università di Milano-Bicocca.

The functioning of the University Quality Assurance (QA) system regarding the Third and Fourth Missions is described on the dedicated Quality Assurance page of the University of Milano-Bicocca website.

Each Department appoints a Quality Assurance Coordinator for the Third and Fourth Missions, who coordinates the Third and Fourth Missions Committee.

The Committee includes at least one representative for the Fourth Mission, responsible for coordinating public engagement initiatives and liaising with university structures. It may also include a representative for third-party contract work/commissioned research and a representative for departmental promotion.

Tasks and Functions

The Third and Fourth Missions Committee is tasked with supervising, promoting, and supporting quality policies at the departmental level. Activities are geared towards identifying areas for improvement, as well as implementing and verifying the necessary corrective actions.

The Quality Assurance system for the Third and Fourth Missions also promotes the valorization and transfer of knowledge within the local community, interacting with public and private entities to create value for society.

The QA Coordinator for the Third and Fourth Missions supports the Department in the following activities:

• Annually monitoring the "Fatti e Persone" (Facts and People) portal with reference to Third and Fourth Mission data;
• Supporting, in line with AVA3 guidelines, the planning, monitoring, and review of departmental Third and Fourth Mission activities;
• Assisting the Director in preparing the Departmental Three-Year Plan regarding the Third and Fourth Mission areas;
• Verifying the effectiveness and success of training and professional development initiatives aimed at high school students, teachers, and professionals, by assessing the number of initiatives, training credits awarded, and people involved;
• Verifying the impact of fee-based services and high-profile consultancy, evaluating changes in the number of services provided and their financial volume;
• Verifying the impact and success of Fourth Mission activities by evaluating changes in the number of students enrolled in Degree Programmes, third-party contract work and consultancy, and pre-industrial research activities.

The TecSEDU Laboratory – Emerging Technologies, Society, Ethics, and Human Rights – promotes research, training, and awareness activities on the technical, ethical, and legal implications associated with the adoption of emerging technologies. It brings together the expertise of its founding members from the Department of Economics and Business Sciences and Law for the Economy (Di.SEA.DE), the Department of Computer Science, Systems, and Communication (DISCo), and the School of Law at the University of Milano-Bicocca.

The TecSEDU Laboratory – Emerging Technologies, Society, Ethics, and Human Rights – was established in 2025 through a strong interdisciplinary collaboration among researchers from three Departments of the University of Milano-Bicocca. The critical discussion of the legal implications arising from the use of new technologies – particularly neurotechnologies – led by Marta Maria Sosa Navarro and Carla Maria Gulotta from the Department of Business and Economic Law (Di.SEA.DE) was complemented by Silvia Salardi, Francesco Stocchi, and Douglas Luis Binda Filho from the Department of Law, bringing their extensive legal expertise. Francesca Gasparini and Aurora Saibene from the Department of Computer Science, Systems, and Communication (DISCo) concurrently joined the team, contributing their technical perspective as experts in wearable and computing technologies.

Il percorso formativo Executive Social Impact Economy è pensato per offrire ai professionisti del terzo settore e ai neo-laureati interessati all’economia sociale un insieme di conoscenze e competenze multidisciplinari, utili per innovare, guidare e valorizzare le realtà cooperative e le organizzazioni sociali.

Il programma integra fondamenti teorici con metodologie operative specifiche per il settore cooperativo, con un approccio formativo che coniuga competenze giuridiche, economiche, manageriali e organizzative, prestando particolare attenzione alle trasformazioni digitali, alle dinamiche di mercato e ai modelli di sviluppo sostenibile.
