The Observatory is based at the University of Milano-Bicocca, Department of Business and Economics Law and aims to study legal and managerial aspects of service innovation in the Public Administration.

We provide courses on public governance and leadership, public procurement, public budgeting and accounting, markets regulation and independent agencies, auditing and accountability in the public sector, public services and local government.

We offer educational programs and training courses in partnership with public institutions.
